When renting or leasing an apartment or home it is important to understand the responsibilities of both the landlord and tenant.  While there are numerous websites and agencies that advocate help for the tenant, little of the same is available for the landlord.  It is no secret that the State of California has some of the nation's most complex and burdensome rules and procedures concerning landlord and tenant law.  These laws are designed to provide a clear set of rules so that both the landlord and tenant know what to expect and what procedures are in place for both to follow.  These rules are complicated.  Consequently it is vital for both parties to keep an open dialogue so that when problems do occur, they can be resolved with little or no confrontation.   It is also important that both the landlord and tenant know their rights and responsibilities under federal, state, and local law.  In the State of California tenants are well protected.  To further complicate the issues, certain eviction controlled jurisdictions limit the grounds to evict tenants, and create burdensome procedures for the landlord to follow.
